The Chief: Retirees get $53 million in settlement with city, EmblemHealth over co-pays

In “The Chief: Retirees get $53 million in settlement with city, EmblemHealth over co-pays” (The Chief, August 7, 2026), The Chief discusses the $53 million settlement agreement between New York City, EmblemHealth, and a class of roughly 250,000 elderly and disabled municipal retirees submitted to New York County Supreme Court on Friday.

Between January 2022 and January 2023, New York City imposed $15 co-pays on retirees enrolled in GHI Senior Care, a city-funded Medicare supplemental plan offered through EmblemHealth’s Group Health Incorporated.

Steve Cohen of Pollock Cohen and Jake Gardener of Walden Haran Williams, who represented the retirees in litigation, challenged the imposition of those co-pays, securing one of the largest settlements against the City of New York in history.
